The Moscow Times reports:

Despite regulatory reforms, Russia got poor marks in terms of competitiveness and the ease of doing business, with corruption considered the biggest problem, according to two global reports released Tuesday.

Russia ranks 120th in the World Bank’s annual “Doing Business” report, which evaluates laws and regulations that affect business activity in 183 countries. Russia improved on three of the survey’s 10 indicators by easing the process of registering property, lowering the corporate income tax rate from 24 percent to 20 percent, and defining bankruptcy rules more clearly. But it still slid overall because of tough competition in a year that saw countries introduce a record 20 ­percent more business-friendly reforms than in any other year since the report was first published in 2004, said one of the authors, Svetlana Bagaudinova.

“The splash of reform activity indicates a concerted effort to support business during the crisis,” Bagaudinova told The Moscow Times.

The Russian government has proclaimed the development of small business as a key aspect of its anti-crisis program, allocating 10.5 billion rubles ($336 million) from the budget to the regions to support budding entrepreneurs this year.

Four of the 10 top reformers are former Soviet republics, Kyrgyzstan, Belarus, Tajikistan, and Moldova, according to the report. Russia beat Tajikistan, along with Ukraine and Uzbekistan, in the overall ranking, which is topped by Singapore, New Zealand, and Hong Kong.

At No. 4, the United States was not included in the top three for the first time.

Bureaucracy surrounding construction remains Russia’s weakest area because it takes 700 days, 54 procedures and more than 2,100 percent of per capita income to acquire permits for a project, the report said.

“Despite some attempts to improve the situation during the crisis and the introduction of a new Building Code, the process remains very difficult,” Bagaudinova said.

The World Bank surveyed about 50 experts at Russian law firms for the report, she said.

Meanwhile, Russia fell 12 places in the “Global Competitiveness Report,” published by the World Economic ­Forum, to 63rd out of 134 countries. It was ranked lower than Azerbaijan, which replaced Russia at No. 51, but higher than other CIS countries. Switzerland, the United States and Singapore topped the list.

Among the emerging economy BRIC countries, only Russia declined in performance. Its major structural weaknesses are a “perceived lack of government efficiency, … little judicial independence in meting out justice,” and a lack of property rights, the report said.

Russia “depends a little too much on a few sectors that depend crucially on world prices,” while the economies of Brazil, India and China are more diverse, said the report’s co-author, Xavier Sala-i-Martin.

Russia’s performance is also hindered by its relatively low degree of financial sophistication and the weakness of its business environment, he said in remarks posted on the World Economic Forum’s web site.

Among Russia’s competitive advantages are its market size, relatively efficient labor market, good public health, and a high capacity of innovation, the report said.

Unlike the World Bank study, the report also includes perception-based data from a survey of business executives, who were asked to select the five most problematic factors out of a list of 15. Corruption is considered the biggest impediment to doing business in Russia, with 19 percent of respondents marking it, up from 18.8 percent last year, followed by access to ­financing and tax regulations, with 16.9 percent and 11.6 percent, respectively.

The report also included a survey on how the financial crisis will affect countries’ long-term competitiveness prospects. While economists said Brazil, India and China would be positively influenced by the crisis, their outlook for Russia was pessimistic because of factors such as “enhanced government intervention” and “nonoptimal allocation of resources to education and transportation infrastructure.”

Wow, for all the media efforts to drive a wedge between BRIC members, the Chinese threat (voiced at the last BRIC meeting) to replace dollar with something else as the international currency must be really threatening to the US establishment, because this will force the US economic pyramid to tumble sooner than otherwise.

    But get it through your impressively thick skulls: BRIC has nothing to do with this. As the main creditor to the bankrupt US economy China will have to do this, regardless of BRIC.

    Just let the US Treasury do the inevitable: print so much money as to devalue dollar at least by a factor of 5, thus making the US debt to China devalue similarly.

I don’t know what “useful idiot” created the above idiotic bar charts (my favourite is lumping “health” into the same category with “primary education”) but if were to believe this idiot, Russia’s and even Brazil’s market sizes are almost as large as those of China and India. Given that Russia and Brazil are about 10 times smaller in population than India and China, that is moronic, isn’t it? OK, in hte case of Russia, this can be partially explained by Russia’s higher economic development and much higher per capita GDP, but not nearly as much:

The WHOLE POINT is that although Russia has more resources than India and China per capita, in a whose of performance areas it is bettered by them easily. And that’s to say nothing of the other G-7 nations to which Russia allegedly compares itself.

    As for BRIC, your source is only addressing regulatory issues, not the full picture of hard economic facts on the ground that our source is addressing. Our own source clearly shows that Russia is doing well in a few categories, but the overall picture is abject disaster, and the economic performance data bears this out emphatically.

Using the indicators from the WB’s Ease of Business survey, under a chart containing a detailed breakdown of the stats on China, India, Russia and Brazil, you claimed Russia is a “follower amongst followers”. The implication being that Russia is 4th amongst the BRICs, by a substantial margin.

      That is not the case. As such, you are distorting information to fit your (psychotic) Russophobe case.

    These are nominal dollar amounts, which means very little. What is the purchasing power of those dollars. If a loaf of bread in moscow costs $2.00 and a loaf costs $0.50 in Tbilisi, then you are better off in Tbilisi assuming the cost of goods ratio is equivalent for other products and services.

  6. The problem is not being 120th… I work a lot with Indians (both here in US and in India), and they actually use the huge difference in economic standing to their advantage.

    The problem with Russia is cognitive dissonance when you are 120th, but you think you are number 4 (and as soon as we bypass Portugal, we’ll be number 3). Indians don’t hate even their former colonial power (UK); nor do they think that the world hates them.

    When you are treated as number 120 in the ranking, but you expect to get upper echelon treatment – then you get this wounded pride feeling that leads to all kind of delusional conclusions (see phobophobe’s posts above for numerous examples)

      Soviet Gulag methods, and the “efficiency” of the gulag system and the NKVD was greatly admired by the Nazi’s.

      From 1939-early 1941 there was a great deal of close cooperation between the Gestapo, and also the SS with the Soviet NKVD.

      Starting from the October of 1939 there were some meetings betwen officers from NKVD and Gestapo. They took place in Polish city of Zakopane placed in the Tatra mountains, in villas “Telimena” and “Pan Tadeusz” and also in other city – Cracow.

      My comment was that Russian military bases (such as the naval base in Odessa) were administered directly by Moscow.

      They also tended to have very high percentages of Russians living in them (Batumi in Georgia was another good example, as was Sochi the two other naval bases on the Black sea aside from Odessa and Sevastapol)

      Kruschev changed this policy regards many Soviet era bases.
