Piontkovsky on Putin’s Minions

Heroic scholar Andrei Piontkovsky, a visiting fellow at the Hudson Institute in Washington, writing in (of all places) the Lebanon Daily Star:

Germany’s ex-Chancellor Gerhard Schroeder is a legend in Russia. He serves Gazprom’s interests for a measly couple of million euros a year, sits in at sessions of the Russian Academy of Sciences, and writes books about his staunch friendship with “Genosse Wladimir,” who, in the not-so-distant past, earned himself the well-deserved nickname of “Stasi” among business circles in gangster-ridden St. Petersburg.

But it is not immediately obvious whether it is Schroeder licking Putin’s boots nowadays or vice versa. The two of them are building, or trying to build, the Nord Stream gas pipeline, an exceptionally costly project that satisfies twin strategic objectives. Demonstratively hostile to the interests of both Belarus and Ukraine, the pipeline is intended to ensure that these countries are under Russia’s energy thumb, regardless of who is in power in Minsk and Kiev.

As a bonus, the pipeline will also consolidate the Russian economy’s status as an appendage of Germany’s – its supplier of natural resources. Some of Schroeder’s predecessors as German chancellor sought to attain the same objective by rather different means.

The Kremlin’s achievements in securing the help of Americans willing to offer their influence are equally impressive. Indeed, the Obama administration’s Russia policy is being nurtured with advice from people who have no official position in the administration, but close business ties to Russia and the Kremlin: Henry Kissinger, James A. Baker, Thomas Graham, and Dimitri Simes. The first two are major geopolitical figures; Graham and Simes are respected as outstanding Russia specialists. They write key reports for the administration, and shuttle between Moscow and Washington, coordinating the parameters of the Obama administration’s effort to “reset” the bilateral relationship.

Like Schroeder, all these people are not economically disinterested. Baker is a consultant for the two companies at the commanding heights of the Russian economy, Gazprom and Rosneft. The Kissinger Associates lobbying group, whose Russian section is headed by Graham, feeds in to the Kissinger-Primakov working group, a quasi-private-sector effort, blessed by Putin, to deepen ties between Russia and the United States.

It is highly instructive to read the recommendations of these people and groups, as they unobtrusively render the objectives of their Kremlin clients into a language familiar to American leaders.

Graham’s latest contribution, “Resurgent Russia and US Purposes,” is most revealing in this respect. The author finds the government of a “Russia getting up off its knees” to consist of progressive modernizers fully aware of the challenges facing their country as it attempts to “return to the great powers club.”

“In order to become a genuinely developed and modern country,” Graham continues, “in the coming decade Russia will need to invest at least one trillion dollars in modernizing its infrastructure. America and the West in general have a vital interest in seeing the modernization of Russia succeed. The lion’s share of the technologies, know-how, and a substantial proportion of the investment, needs to come from Europe and the USA.”

In addition to the technology and investments, Graham quietly slips in a foreign policy suggestion for the Obama administration that is sure to please the Kremlin: “Finlandizing” Ukraine. Unless that sort of appeasement is pursued, he warns, Russia will continue to oppose the US “wherever and whenever it can.” According to Graham, “At the extreme, a weak Russia, with its vast resources and sparse population east of the Urals, could become the object of competition among the great powers, notably China and the United States.”

That unspoken help-us-develop-or-we’ll-let-the-Chinese-do-it threat is a logical development of Prime Minister Vladimir Putin’s homily at this year’s World Economic Forum in Davos, where he advocated decisive action to end the world economic crisis. His recipe? Western countries should write off half a trillion dollars’ worth of debt owed to them by the Russian state corporations run by his pals from the Dresden KGB and the Ozero dacha cooperative.

But no amount of money will succeed in modernizing Putin’s kleptocratic regime, which has already squandered trillions in oil wealth. Simply put, the Putin system is politically, institutionally, and intellectually antithetical to the task of modernization.

Graham’s only error in his presentation is his attemptto frighten the administration with a hypothetical confrontation between the US and China over Russian resources. This is not his area of specialization. Kissinger works personally with the Chinese account, jointly propounding with his long-time rival Zbigniew Brzezinski the notion, so seductive for an America growing weary of its imperial burden, of a global Big Two.

Here is a recent sample of Kissinger’s geopolitical arts: “The role of China in a new world order is crucial. A relationship that started on both sides as essentially a strategic design to constrain a common adversary has evolved over the decades into a pillar of the international system … The Sino-American relationship needs to be taken to a new level. This generation of leaders has the opportunity to shape relations into a design for a common destiny, much as was done with trans-Atlantic relations in the post-war period.”

No doubt Kissinger believes every word he wrote, but his ideas also honestly articulate the aspirations of his customers. It’s just that not all customers have the same motives. One wants to get his hooks into a further trillion dollars that it can pick away at, while the other wants to become “a central construct of the system of international relations.” But, in both cases, the customers are getting the influence for which they are paying.

  1. What scoundrels! They would throw Ukraine (and Russia for that matter) under the bus for their own profit. Who among us does not believe Obama will buy into it? Oh well, when freedom is completely lost in eastern Europe, he can always apologize. That’s the only thing he’s good at.

  2. Now where would the Western countries get the money to write off half a trillion dollars’ worth of debt? Especially owed to them by the Russian state? Can we borrow from China? Putin already, gave China the deal… China agreed to provide $25 billion in loans to Rosneft and Transneft. In another case Putin gave Gas to China at a special guaranteed price, for a 5 billion dollar loan. I believe 120 dollars for 20 years. (I lost the source)

    This is postponing the inevitable. America is already locked out. Roosha does not posses the money, talent and the know how, so it still needs the West, because it to is afraid of China and knows that Moscow would be overrun in no time.

    To give Ukraine and Georgia as a buffer state in Europe to Russia, is the height of Foley. Obama is a careless poverty pimp from Chicago, and will always remain such. He has no experience in world affairs and can not be trusted. He relies on someone to tell him what to do. Obama has no class, and it is clear that he has been placed there, by a conspiracy. Money Money MO Money.

      Why on earth they would do this in first place? Some words of wisdom from this midget Stasi: “Weak get beaten”. They should be beaten when they’re down, because they would do just this to us if they ever get a chance.

      We gave Germany and Japan a whole lot of “tough love” before restarting them (restarting them, not resetting our relations) but it worked and they’re very fine now.

    shoulder treatment Ukraine is getting from the
    Obama administration . With a lineup of these
    “experts” there can be no other way . We are all
    familiar with the likes of Kissinger and Baker ,
    so there are no surprises there , what is really
    strange is that they dug up this total moron
    and incompetent ,Simes , who could not keep any job for any lenght of time because while
    promoting himself as an ” expert” on anything ;
    soviet , russian and therefore of course any-
    thing that had to do with Eastern Europe , he
    was wrong so many times in his so called political
    analysis that even his most ardent supporters
    could not afford to keep him after a while . I
    remember waiting for his comments with great
    anticipation since they were a great source
    of comic relief . He finally disappeared from
    poluting the newsprint to reappear later at one
    of the think tanks ,( I forget which ) , as a director no less!!! I can think of only one other
    addition to complete this illustrioius brain
    thrust , and that would be Stephen Cohen , whose “expertise ” in these matters could only be equalled by the illustrious Mr. Simes . Now
    that they have Obama’s ear , we can all expect the worst .

    Oh! how those names, ‘Mr. Simes’ and ‘Stephen Cohen’ have caused me to vomit, for years now, with all their ‘unbiased/expert’ advice about Russia and how America should treat the regime there, so as…to not antagonize-the-Russians, etc.
    Now, to those two, wonderments, I also have to vomit at the name of the leftist Chicago street thug, B. Obama! (from, currently, ‘The Moslem Country of the United States’).
    We no longer have to worry! Those three and their ilk, will (if not countered), make America an oblast of the RF. Gadsukes! I hope we don’t offend anyone over there! (by our existence?).

    • I wonder if some years for now, with Russia “rising from its knees after Putin” (no matter that under Medvedev or any other hand-picked successor), the Russians would remember this “reset” as badly as they remember now the misguided “reset” of the early 1990s?

But, if you like, Chicago-street thug, Barack Obama…or KGB gangster thug Vladimir Putin, or any members of their respective two fan-clubs, you can have them! In either Saudi Arabia or Cairo, Obama-the-Obamanator, did just now say: ‘America is a Moslem country’. You tell me, what does that mean?(it is such an absurd plain lie). Check it out, if you don’t believe me. I don’t know what country you are living in at present, I am an American living all my life in America. So, I am painfully aware of the various faults of our past and present politicians, including the names you mentioned. Somehow! our country still survives, in spite of them. But the best political figures in our history, were those who staunchly stood up for our American civil constitutional rights, and for our country, against our enemies, including the Red-Menace, Soviet-Russia.. Now, who do we have to lead or to defend us? Garbage: lying. weak, petty-politicians, who care only about keeping themselves and their…party…in power, at all costs, and to HELL with our country’s overall & long range best interests, and thus too, they apparently believe: to HELL with our true friends around the world, such as those threatened by the neo-soviet RF. Barack Hussein Obama, hates America, and he, as an extreme leftist, and as a member of a minority racial group, wants to punish all ‘white people’,
    & he wants to weaken and cut us, i.e. AMERICA, down. If he gets his way, we will end up as an impoverished socialist-workers-paradise, an ‘oblast’ (province) of the neo-soviet-union, which itself by then, will be ruled by Red China!
    At this moment, he is in the process of destroying American business, and driving capital out of our country, indebting us to Red China, increasing ruinous taxes & over-governmental regulations on us all, and in general, making government THE supreme power over all aspects of our lives…i.e. socialism, Big-Brotherism.         Well, what are mere labels worth? Like, the word, ‘extreme’? Action is all that counts in this world. By much evidence from his past life, and NOW especially, he is proving!….. that he strongly believes in many, if not all, of classic socialism’s principals, ( a system of overpowering -BIG government, that has caused so much proven woe to so much of mankind, it’s logical further devolution, is pure Marxist-Leninism, and mass repression of rights and freedoms, mass starvation and mass murder) and too, that he is profoundly an America-hater! He is in the process of dismantling our American system of free-enterprise, and causing the flight of American capital from this country, (those ‘rich’ Americans who make jobs for other Americans!) while taking (unconstitutionally) to HIMSELF and his Executive branch, unheard of powers to interfere into/dismantle our whole free-enterprise system,…thereby causing a growing enormous number of unemployed, to whom he is totally unable to ‘give’ new jobs, etc. He and his dedicated-leftist ilk, the Socialist-Democrat Party of America, are destroying America.         Obama, may APPEAR to not be ‘extreme’ anything, but those that believe that, simply are not listening to what he is actually saying, the meaning of his words, (eventhough he usually is reading his teleprompter…..whose cleverly worded pleasing speeches are decided upon daily,….by OTHERS, after the routine EVERY-morning reading of POLLS, so that the teleprompter-Czar, knows what new double-talk, Obama, needs to spew that particular day….to SOUND GOOD). I do suspect, that Obama merely reads, what his handlers put on the teleprompter, however he does have his own belief system, and it is as I have here described it.
        Those who mistakenly think, that Obama is a brainless dummy, and has no political/economic beliefs of his own are dead wrong. He is far from that, (to give the devil, his due).
        Beware Georgians and Ukrainians and other eastern European former satelite nations, you may not be able to count on America’s help, when Putler sends in his military, with our Obamanator sitting in the Oval Office.
        Just my observations……
        (I won’t continue this subject here, as the change of articles on the new LR line-up, is moving onward. So, to whatever is said here, under this article I won’t respond further.
